Position: Founder
Years of experience: 43
Dave spent over 30 years estimating and supervising the construction of a wide range of general engineering and utility construction projects. After recognizing a need for quality dry utility coordination, he established Apex Utility Consultants to provide utility consulting services to the Greater Sacramento and Northern California development communities.
PHIL GREEN
Years of experience: 24
Phil managed large-scale construction projects across California before joining the Apex Utility Consultants team. He provides field construction support and site layout coordination, and serves as the primary point of contact between dry utility providers and the development team — ensuring seamless communication, timely utility installations, and smooth project execution from conception through final inspection.
JORDAN HORN
Years of experience: 13
Jordan has worked with many of the Sacramento area's largest dry utility companies and joint trench contractors. He leverages this expertise to develop reliable preliminary design intents used by utility providers to generate final construction documents. He also specializes in site research and records procurement, CAD drafting, joint trench composite preparation, and Form B documentation.
